Jocelyn Rae, daughter of Raphael Peoples and Janice Feather was born on September 18, 1971 at Devils Lake, ND. She grew up in the WoodLake District of the Spirit Lake Nation. She attended Head Start at St. Michael and also attended the Wahpeton Indian School and Pierre Learning Center in South Dakota.
In 1989, Jocelyn moved to Moorhead, MN and made it her home until her death. She worked for many years at a local hotel until health problems forced her to retire.
Jocelyn enjoyed word puzzles and watching movies when she no longer could enjoy the outdoors and nature due to her health. But Jocelyn’s most treasured moments were those spent with her family and her little grandson.
