Mr. Cavanaugh was born on May 1, 1953, in Devils Lake, to Richard M. and Norma T. (Lambert) Cavanaugh. He graduated from Maddock Sr. High School, Maddock, ND in 1971. He later attended Little Hoop Community College, Ft. Totten and was in the first graduating class of 1976. Howard worked for the Group Home in Fort Totten and at Brunswick Manufacturing. He married Cindy Feather in 1986. Their adopted son, Preston was born in July 1978 and their daughter Clara Marilizbeth was born September 3, 1987. In 1986, he graduated from the University of North Dakota with a Bachelor of Science in Education. He taught at Four Winds Elementary School and was recognized as the Teacher of the Year in 1992 by the National Indian School Board Association. He received several teaching awards throughout his career including the National Teacher Incentive Award three years in a row. He accepted a teaching position at the Circle of Nations School in Wahpeton, ND in 1993. He was divorced from Cindy Feather in 1993 and in June of 1995 he married Kathleen Smith. Their daughter, Caitlan Grace was born on December 14, 1994. They moved to Fargo in 1995 and Howard took a position as Assistant Director of the Multi-Cultural Student Services at North Dakota State University. He left NDSU and substitute taught in Fargo. He and Kathleen divorced in 2001. He worked in retail in Fergus Falls for several years before returning to Fort Totten. Cavanaugh; daughter, Clara Cavanaugh; brothers, Richard “Cowboy” Cavanaugh, Rudy Cavanaugh, Victor Rainbow and Russell Cavanaugh in infancy; sister, Allura Karen Rainbow.
